UON Disaster Research Updates

So much has happened over the last few months - it is time for a post to mention some of the highlights! If I miss anything that you would like to add, please let me know.


New grants: 

1. Council on Australia Latin America Relations (COALAR): Disaster Resilience Education Capacity Building in Latin America - The project establishes partnerships between UON and Universidad Diego Portales, Universidad Javeriana and Universidade Federal de Santa Catarina. This project will build regional capacity, share knowledge and create synergy in disaster resilience and risk reduction education/research. CI - Dr Sittimont Kanjanabootra. Project Personnel, A/P Gajendran, A/P Mackee, A/P Brewer, Dr von Meding, Dr Giggins and Dr Ahmed.

2. Asia Pacific Network for Global Change Research (APN): Understanding the opportunities and challenges of compliance to safe building codes for disaster resilience in South Asia - the cases of Bangladesh and Nepal - This project will explore the opportunities and challenges to compliance of safe building codes for disaster resilience in South Asia, focusing on two countries of the region, Bangladesh and Nepal. UON will partner with the University of Dhaka (Bangladesh) and Tribhuvan University (Nepal). CI - Dr Ifte Ahmed. Project Personnel, A/P Gajendran,  A/P Brewer, Dr Maund and Dr von Meding. 

3. SABE Research Impact Acceleration Grant: Resilience and Resistance in the Upper Hunter Valley - This project will engage directly with communities in the Upper Hunter Valley (primarily Muswellbrook and Singleton) around themes of resilience and resistance in the post-carbon future of the region. Focussing on issues of resilience, post-industrialisation, land rehabilitation and social equity, we will host a series of events in partnership with Upper Hunter communities that are under threat; a community workshop, a public seminar and a research exhibition including creative practice and traditional research. CI - Dr Jason von Meding. Project Personnel, Prof Chapman,  A/P Brewer, Dr Tucker.

What Causes Disasters?

When you picture a disaster, what comes to mind? The Asian Tsunami? The Haitian Earthquake? Hurricane Katrina? What about the Syrian Civil War? Is it a disaster? Most people think of disasters in terms of the natural hazards that act as the trigger; earthquakes, cyclones, floods and tsunamis are some of the most widely perceived hazards. The prevalence of this outlook produces a myth of disasters as natural occurrences. This masks the fact that disasters occur due to complex social, political and economic choices and circumstances.

Certain cities, countries and regions are undeniably more exposed to natural hazards than others. Residents of New Zealand and Japan understand and accept the likelihood of earthquakes impacting on their lives, just as residents of the Philippines and Caribbean island nations understand and accept the likelihood of destructive typhoons/cyclones. In many cases, relocation away from a hazard is not a possibility.

However, not every individual or community or nation that faces a high likelihood of natural hazards occurring due to location is equally affected. Impact is determined by factors other than the strength or the frequency of the hazard.

Since the Industrial Revolution we have witnessed significant changes in every aspect of our society. Much is made of the "progress" of the human race since then. However, as much as the wealth and health generated has allowed our species to flourish, more people have been the victims of this progress than have been beneficiaries. Billions of people today suffer from hunger, thirst, poverty, discrimination, conflict and other injustice, often stemming directly from the "progress" of others.

Disasters are simply inevitable in this world of deep injustice, where the majority have been left behind (and in many cases left worse off) as the privileged few have moved ahead.


We can analyse people that have been left behind at different levels. Certain countries benefited greatly from colonisation and more recently, globalization. In both cases, the majority are left to serve the minority from a position of powerlessness. This translates into a widening divide between the rich and the poor. Rising inequality is not only a growing issue between countries, but between communities and classes in most nations. At the scale of the individual, personal characteristics and circumstances are key.

Right now, in 2016, it feels as though we are hurtling towards catastrophic collapse. From the refusal to take real action on climate change (and in many cases outright denial of the problem) to the power-grab by reactionary political elements, strengthened by public discontent with the neoliberal status quo. Rhetoric is becoming more divisive, more hateful, more intolerant.

Our finely tuned ecosystems are breaking down. The "progress" of the human race has resulted in great losses for all other life on earth. Our coral reefs are dying. Our oceans are being emptied. Our forests and jungles are being destroyed. Almost all agricultural diversity is being lost. Species are becoming extinct at 1000 times the background rate (without our influence). We treat everything (living and otherwise) on earth as a resource to be exploited for profit.

We are in the middle of a mass extinction and we carry on as if things have never been better. Hubris. Blissful ignorance. Dangerous delusion.


When I started on my research journey in this field, I wrongly assumed that the best I could do was discover how to manage disasters more efficiently, competently and sensitively. Of course, I quickly realised that this approach is based on a highly reactive ideology that does not offer real hope for reducing losses in the future, particularly in a world changing in the way that it is. To commit to only managing disasters seems to assume that we cannot do more.

My view is that we need to advocate for an approach based on a deeper understanding of and concern for the reasons why disasters happen, why people are vulnerable in the first place and what the human and non-human impacts of disasters are.

We must respond to the needs of our planet and all forms of life on it. We should not accept disasters as natural, or associated losses as an inevitable outcome. A disaster risk reduction approach is committed to addressing the socially constructed root causes of disasters. Scholarship in this field asserts that pre-existing vulnerability is always the main predictor of disaster impact, and efforts to reduce risk begin invariably with root causes rather than symptoms.

By finding ways to help people become less vulnerable, and opposing the political, economic and social norms that hold them back, it is still possible to envisage a world with less disasters.

Flood Disaster in Central Vietnam: The Need to Involve Experts

From 12-15 October, 2016, Central Vietnam faced an all too common occurance - disastrous flooding. While meteorologists are not surprised by the intense 2016 monsoon season due to the El NiƱo phenomenon and warmer Pacific water temperatures, the impacted provinces from Ha Tinh to Thua Thien Hue are some of the most vulnerable in Vietnam. As is often the case, the root causes of this disaster have been overlooked.

In some areas in Quang Binh, total rainfall reached over 900mm in 3 days. Torrential rain led to rivers overflowing their banks. Flooding in mountainous areas caused landslides and across the region, roads were destroyed and residential areas were devastated.

According to a report by the Department of Natural Disaster Prevention and Control (national level), the main impact of the floods included 34 deaths, over 100,000 flooded properties, over 300,000 animals killed and widespread damage to roads, agricultural land, canals, dykes and embankments.

The severe consequences in terms of loss of lives and property in Ha Tinh and Quang Binh province cause us to look at preparedness and response from the national level to the local level (province, district and commune). What we find is that both those responsible for disaster management and those affected by disasters adopt a largely passive approach. 

Institutional framework for disaster management in Vietnam
The institutional framework for disaster management in Vietnam shows that the public administration apparatus is entirely responsible for disaster related activities and that expert scholars and scientists are not involved in decision-making committees. 

The approach of the Vietnamese government is almost entirely reactive. If we want to really understand the impact of a disaster, we must reject the idea that it is a natural event, or the notion that it has no political drivers. In this case, the lack of a proactive approach has all but ensured widespread death and destruction. 

Flood risk management approaches
In the aftermath of such destructive flooding, provincial and district officials have all laid blamed on the flood discharge of a small hydropower project. This has been reported widely in the media. 

We have a situation where the heads of committees and those with decision-making power either do not understand the cause of flooding, or are deliberately misleading the public. Either way, the current working of committees is clearly not effective for protecting people and property. Decision-makers do not possess expertise in disaster management, let alone disaster risk reduction. They are government officials with little accountability.

In May 2014 the Law on Natural Disaster Prevention and Control of Vietnam stipulated that disaster management activities must include prevention, response and remediation of consequences. However, after each event of this nature (which occurs every year and in many localities), we are left with fresh questions as to the effectiveness of the legal, organisational and operational framework. 

Action plans are prepared annually at each level. However, these are primarily administrative documents. They are prepared based on the flood risk management experience of staff working within the political system. 

It is important to note the positive force with which all levels of government in Vietnam are mobilized in a disaster context, working with communities rapidly and in solidarity. This speaks to a strong existing community capacity. However, the presence of the public administration apparatus in flood risk management activities is just not enough. 

We call for the involvement of expert researchers and scientists in the flood risk management steering committee, shifting the focus to more proactive approaches, including mitigation and preparedness. Decisions must be made based on a combination of the latest scientific knowledge and a deep sensitivity to the local context. A solution to reduce risk in Central Vietnam must go beyond a technical fix; it must be economic, social, political and environmental.

Why Study Disasters?

People often ask me how I got into research, and disaster research in particular. It was actually quite accidental. In late 2005, I was a postgraduate architecture student at Queen's University Belfast, trying to pin down a topic for my research thesis. The list of potential supervisors included a recently arrived academic with an interest in 'building performance in extreme events'. Just months previously, Hurricane Katrina had devastated the U.S. Gulf Coast. I was concerned, as a citizen and as a budding designer. I knew little about disasters, and even less about research.


This, my very first research project, opened my eyes to the incredible complexity of disasters and piqued my interest, for good. I realised quickly that the wind, the storm surge and the flooding experienced in New Orleans and the Gulf Coast in the wake of Katrina, were only the most superficial factors contributing to this disaster. This was quite profound for me, and challenged the myth that I had so easily absorbed; that disasters are natural occurrences. They certainly are not. As I investigated the many reasons for death and destruction during my field work, I started to understand that disasters were caused primarily by humans living in vulnerable conditions.

Since that first research project, I have undertaken investigations in a range of diverse contexts around the world. I have become a part of the scientific community and seen the rapid growth of a body of knowledge related to the study of disasters. It is a research domain that has emerged in various fields, and one in which cross-disciplinary collaboration is absolutely essential, if not always enacted. It is a domain that naturally challenges silos; one that attempts to solve problems where shared expertise is vital to obtaining the right solution. I feel a great belonging in that space, and I deeply respect those who choose to spend time there. 

Now, that is not to say that my area of research is devoid of the 'academic' problems that challenge other research areas. It is not easy to secure funding for cross-disciplinary research, for one. Both funders and reviewers seem confused by the concept. As a result, many potentially high-impact projects are shelved. Perhaps more significantly, research for the common good is not seen as a worthwhile investment. The Australian government recently paid Bjorn Lomborg's Copenhagen Consensus Centre $640,000 for their contribution to a report stating that investing in disaster resilience for poor people was likely to yield 'poor returns'. Somehow I'm not convinced that the poor would agree. You can always count on the elite to decide whose lives are 'worth it'. Funding is directed towards projects that comply with allegedly depoliticised agendas (I.e. Uphold and if you really have to, reform, the status quo). Such incremental change will not save us. 

Most scholars in disaster-related areas recognise that 'managing disasters', while essential of course in the event, is not going to prevent future losses. We must instead focus on reducing the level of existing risk and preventing the creation of new risk. As losses mount and our future becomes more uncertain, the call to deal with the root causes of disaster is gaining momentum. These root causes are not natural. We have a choice. Humans are in the driving seat of risk creation and reduction. 

There are many reasons that I do what I do. Of course, the disaster field captures and holds my attention intellectually, while I personally enjoy working in a domain that involves close interaction with a diverse group of people that represent a range of perspectives and ideologies. There are, however, a number of reasons that I think that the study of disasters is particularly critical and that motivate me to continue.

1) We are rushing headlong into a calamitous future - The future is uncertain and the evidence that we have predicts apocalyptic scenarios if we do not change course but rather continue to over-consume and destroy our only world. This gives a massive sense of urgency to the research field.

2) It is a pathway to protect the vulnerable - Disasters are about people at risk. Those most affected by disasters are the most marginalised, discriminated against, dispossessed and displaced in our society. They need to have a platform for their voices to be heard. A disaster researcher has a great opportunity to connect human IMPACTS to ROOT CAUSES, and make evidence-based arguments for change. 

3) Complex, extreme conditions are not well understood - Most conventional knowledge is built on what we can predict and, ever more widely, what we can model. Outliers are not recognised in our computations and as a society we are broadly ignorant of disaster risk. We need more complete, more straightforward and more challenging data. 

4) It is an outlet for activism - Disasters are political! Don't let anyone tell you otherwise. The biggest challenges in communicating truths about disaster are myths and misconceptions, widely held in our society. BUT people are interested, and they do care. Convincing arguments can be made and turned into action in this field that certainly grabs the attention. 

5) The current system is not working - The status quo is creating risk, not reducing risk. Our leaders are either blind to the dangers of maintaining the social/economic/political order or are owned by special interests in rejecting the consideration of alternatives. The study of disasters provides a perspective on this dilemma. 

6) Disasters highlight socio-economic inequality and injustice - This is a unique place from which to critique the many structural failures in our society. As we investigate why people are at risk, how they are impacted and how they can avoid future calamity, we have the opportunity to collaborate with other disciplines to develop more holistic responses to injustice.

I choose to express my deviance and my rejection of the status quo through my research activities. I want to spend time asking uncomfortable questions and challenging orthodox views. Within the disaster sphere there are of course many 'safe' subjects and my observation is that those asking the right questions are often a) young and idealistic (uncorrupted?) and likely to be dismissed as naive by more established peers or b) distinguished Professors that are likely to be dismissed as cynical and cranky. On both end, deviants have their ideas labeled 'too radical' and just 'unfeasible'.  I think what they mean is inconvenient.

What type of game do you want to play?

Anyone who’s been to the zoo, happen to spend time with children or seen a David Attenborough documentary will tell you how young primates are forever playing. But are they playing actual games with rules? or are they just following their imagination and free will?

As children blend these structured and free form activities, we learn different things in different ways. For example wresting with your sibling when you’re both in your super-hero costumes allows you to practice strategies and responses in a relatively safe way, so that you’re able to adapt in case you ever encountered a scenario like this.

Where as a game of monopoly with your parents introduces the constructions and tests associated skills such as: interpreting regulations, negotiation, planning, business acumen and the importance of chance and risk in decision making.

In my childhood monopoly was for long rainy days and wrestling was done outside. Two very different games have very different learning outcomes.

At a fundamental level The Resilience Simulator (RES-SIM) project endeavors to create a game. But what type of game would best introduce university students to the complexity of disasters and how they affect the interconnected systems most of us take for granted?


These are the questions we are grappling with as we begin to process the results from our interviews with disaster practitioners and educators. Any design process is iterative, as the stakeholders come together to create common understanding of what could, and more importantly should, a simulator look like. It’s difficult not to image a tangible preemptive outcome, but (crucial to) trust the design processes in generating innovative solutions.

As the projects underpinning methodology Concept mapping is simple but broad in visually representing the gathered data in ways that convey meaning and validate insights for multiple agents. RES-SIM applies concept mapping principles through multiple approaches including; Agglomerative clustering (Trochim), nested Heirachies (Novak) and to accommodate the dynamic nature of disaster Cyclic (Safayeni). Through interviews project contributors have added their expertise about how to conceptualise emergencies, their management by agencies and society and most importantly what simulators provide.

By outlining the concepts of a disaster into related subsystems, such as the built environment, combat agencies, local communities and exposing inter-relationships facilitated workshops will generate a conceptual model. The model will ultimately ‘run’ scenarios such as a ‘bushfire response’ or ‘cyclone rebuild’ that have been developed in the projects upcoming focus groups.

Due to the inherent learning potential (particularly systems-conceptualisation) of using concept mapping, there’s even rationale for the actual simulator to lead participants through a dynamic Concept mapping process. But the questions remain, would you want to play that game? And what would you learn from it?

Mass Media and Disasters

In today’s society, people are bombarded with constant exposure to mass media in different modes. These include television, magazines, books, radio, newspapers, movies and the most recent, internet. Media has proven to be a significant contributor of the people’s new ways of thinking, of perceiving and of interacting with their environment. Indeed, media has become an integral part of human existence. For instance, it provides an update of what is the latest fashion trend, new sports icon, the next political leader, the “perfect body” image, the upcoming celebrity star and all other events that arouse the interests of the public. Mass media has become a source of power and meaning.

Significantly, with the increasing number of global crisis and disaster occurrences, mass media has played a significant role in the entire disaster management cycle – from the pre-disaster phase (mitigation and preparedness) up to the post-disaster phase (relief and recovery). It has proven to be successful in fulfilling its strategic role in information distribution, mass communication and education of people in times of relocation, evacuation and relief assistance. Interestingly, mass media has seen to portray a new role – the linkage and emotional utility function. However, sensational portrayals of poverty and vulnerability, government’s shortcomings and helplessness of victims have resulted in inappropriate media stereotypes of the communities concerned. Although it has certainly helped in fund raising campaigns, it appears to have negatively influenced both victims and the concerned governments. As an example, the 2013 Typhoon Haiyan in the Philippines showed the positive and the negative impacts of mass media coverage. This video presents a simple but clear illustration of the power of mass media, focusing on the case of Haiyan.

Call for papers: International Journal of Project Management Special issue “Managing Disaster Recovery Projects”

FOR THE ATTENTION OF international scholars researching project management aspects of post-disaster recovery!

You are invited to submit abstracts (by 31st December)  for an upcoming special issue entitled 'Managing Disaster Recovery Projects' in the International Journal of Project Management. We invite research papers on disaster recovery project management case studies, project issues and best practices that have had significant contributions to the success of disaster recovery projects.

Papers may address any aspect of project management for disaster recovery projects, such as risk management, scope management and project scheduling. Topics may include but not limited to:

• The role of project management methods in attaining successful disaster recovery 
• The methods, tools, processes, practices and/or knowledge areas used in managing disaster recovery projects 
• Experience and lessons in managing large disaster recovery projects (what worked, what didn't and why) 
• Governance and organization of disaster recovery projects 
• Stakeholders management and coordination 
• Factors affecting the success of managing disaster recovery projects 
• Measuring the performance of disaster recovery projects 
• Incorporation of disaster resilience paradigm in managing disaster recovery projects 
• Solving wicked problems in disaster recovery 
• Professionalism and disaster recovery

Both theoretical developments and case studies on the different levels and themes are welcome. All submissions will be sent to at least two independent reviewers. Authors should submit a maximum 1000 word abstract to get feedback about the suitability of the topic for the special issue. Please submit abstract directly to Professor Randy Rapp and Dr. Yan Chang-Richards. Once invited by the Guest Editors to submit for the special issue, papers should be submitted online, carefully following the Guide for Authors. Submitted papers will undergo a double-blind review process with multiple reviewers. All queries should be submitted directly to the guest editor.

Developing RES-SIM - A game changer

A little over a year ago, Sittimont and I thrashed out the initial concept for RES-SIM over lunch at the Tanner Bar. We brought Helen and Vanessa (RMIT) on board, as well as a strong advisory panel. Competition for OLT funding is more competitive than ever, but we pulled it off. In March, we officially commenced work on our OLT grant 'Modelling disaster resilience: enhancing student learning through trans-disciplinary simulation of wicked scenarios (RES-SIM)'.
RES-SIM will 'develop the conceptual model for a virtually distributed computer-based teaching and learning tool that enables students within and across disciplines (e.g. engineering, architecture, logistics), both on and off campus, to collaboratively acquire essential decision-making skills through immersion in a dynamic disaster system simulation.' 
In an educational environment, we need to search for innovative ways to replicate real-world scenarios. The last thing we want is for our graduates to be caught by surprise when faced with scenarios not encountered during the study of their disciplinary knowledge base. In many fields, a valuable strategy to bridge this experiential gap is to incorporate games/simulations/virtual experiences.

My first exposure to this was when I used a software tool that simulated the operations of a construction company as part of an assessment for architecture/engineering/construction management students in a Project Management course. The students worked in multi-disciplinary groups and made weekly decisions regarding different aspects of their company. Every weekend, a different scenario played out and afterwards, the group was able to analyse the impact of the decisions they had previously made.



As a researcher in disaster risk reduction, I have long been interested in how societal systems and subsystems respond to disturbance, both natural and human induced. Existing studies do attempt to classify and delineate these variables, however a multi-disciplinary evidence-base fit for the purpose of educating our students is far from complete. This project gives us the opportunity to compile the field data required to underpin a system resilience education tool.
'RES-SIM presents a revolutionary method of evaluating and responding to disaster scenarios, based on a holistic understanding of the affected systems and subsystems of society. This ‘whole-system’ approach will allow students (future emergency responders) to hone their judgement and decision-making in a safe environment that provides valuable feedback based on engineering-based, sociological-based and economic-based system dynamics.'
We live in challenging times. The educational landscape is shifting. Students engage differently. Graduate attributes in demand evolve alongside industries themselves, and our curriculum must keep up. In addition, the future of our global society is uncertain. Disaster risk continues to increase for many people inhabiting our planet. Besides the purely professional competencies embedded in the utilization of this learning tool, there is little doubt that society demands graduates with an understanding of disaster risk in complex systems in order to address the systemic problems that it faces.

When Sittimont and I first discussed the concept, we were excited by the possibilities. Now, the project team truly believes in making this a reality. RES-SIM can be a game changer.

New edited book: Calandra L.M., Forino G., Porru A., 2014, Multiple Geographical Perspectives on Hazards and Disasters, Valmar, Rome, Italy, pp. 128


I have recently co-edited the book "Multiple Geographical Perspectives on Hazards and Disasters", with Lina M. Calandra and Andrea Porru, published by Valmar, Rome (Italy). The book collects, but is not limited to, some of the contributions discussed during the IV EUGEO Congress "Europe, What’s Next? Changing Geographies and Geographies of Change", Rome, 5th-7th September 2013. Within the Congress, we organized the session "Multiple Geographical Perspectives on Hazards and Disasters" (here the full program), aiming to reflect upon the multiple significance of disasters, hazards and risks and their geographicalness within the Italian academic landscape of geographical sciences.
The book is organized in two sections. The first analyzes strategies and tools of disaster risk management in their spatial planning and assessment dimension, as well as it explores the social construction of risk in Central and Southern America and Canada. The second explores the assessment, opportunities and challenges of disaster recovery in case of some major events in India, USA and Italy.

Office for Learning and Teaching Grant Success

I am delighted to announce that our group has secured a $50,000 grant from the Australian Government Office for Learning and Teaching to develop a concept for a disaster resilience system simulator.


The project, entitled 'Modelling disaster resilience: enhancing student learning through trans-disciplinary simulation of wicked scenarios (RES-SIM)​', will be carried out by a project team led by Dr von Meding, supported by Dr Giggins and Dr Kanjanabootra from UoN and Dr Vanessa Cooper from RMIT.

This project has already attracted some media interest, with the ABC running a story online and on local radio

The project team are very pleased to be able to work on this project and look forward to getting up and running in early 2015! I have included a summary below. 


Project Summary:

The RES-SIM project is a collaboration between the University of Newcastle and RMIT University that proposes to develop the conceptual model for a virtually distributed computer-based teaching and learning tool that enables students within and across disciplines (e.g. engineering, architecture, logistics), both on and off campus, to collaboratively acquire essential decision-making skills through immersion in a dynamic disaster system simulation. The concept stems from game theory, competition theory and system theory. Societal systems and subsystems (e.g. health systems, transport systems, political systems) are vulnerable to a range of destabilising variables, from the immediate impacts of disasters (natural or man-made) on various system components to the subsequent responses of decision-makers. In many fields, including disaster response, simulations generally rely upon face-to-face, resource intensive scenarios or involve ‘event-based’ simulations, which fail to fully engage the systems of society that are impacted by shocks and hazards. Students are emerging from higher education with theoretical knowledge of complex systems but little in the way of tangible experience. Phase 2 of the RES-SIM project (beyond the scope of this project) will create a simulation tool that recognises these dynamics, while allowing the ‘game’ controller the flexibility to manipulate the conditions during the simulation itself to mimic the chaotic nature of disaster scenarios. This will create an environment that yields rich participatory experiences for students and embedded conceptual learning.

2015 International Conference on Building Resilience

Thank you to all who have submitted abstracts for the 2015 International Building Resilience Conference from 15-17 July 2015. We look forward to welcoming a diverse group of international delegates to Newcastle and we are pleased to announce that our keynote speakers will be Professor Kevin Hall (Deputy Vice Chancellor, University of Newcastle), Professor Makarand Hastak (Head of Construction Engineering and Management, Purdue University) and Dr Louise Brooke-Smith (Global President, RICS). REACT Network

Delegates from the University of Newcastle and Beijing Normal University are currently in Taipei for the second REACT Network event. There is a full schedule planned, including research collaboration meetings, studio-based consultations with students, formal seminars and community resilience field visits. Ming Chuan University will kindly host the visit.


5th World Conference on Disaster Risk Reduction, Sendai

Dr von Meding and Dr Gajendran will be attending the 5th World Conference on Disaster Risk Reduction (WCDRR) in March as official delegates of the CIB (International Council for Building). CIB W120 Disasters and the Built Environment, the University of Newcastle and Loughborough University will host and facilitate a special public 'Built Environment DRR Research Forum'. The Forum will showcase research from around the globe that has supported the goals of the Hyogo Framework for Action over the past decade, informing the post-2015 framework with empirical and theoretical advances. A panel of international speakers will share a wealth of evidence spanning hundreds of research projects over the past decade.


Successful CAESIE Grant

A team from the group, led by Dr Gajendran, were recently successful with a proposal to fund collaborative meetings with a UK SME (Ostick & Williams Architects, Belfast). The meetings, hosted in Newcastle, will explore whether the development of a technological tool and operational framework for evaluating built environment resilience to flood events is possible within a digital environment. The staff from O&W will visit Australia in March 2015.

cfp Cross-sectorial and Multi-scalar Perspectives of Climate Change Adaptation and Disaster Risk Reduction Integration

Dear readers,

Within the 5th International Conference on Building Resilience, to be hosted by the University of Newcastle (Australia) on 15-17 July 2015, we will be holding a Special Session entitled “Cross-sectorial and Multi-scalar Perspectives of Climate Change Adaptation and Disaster Risk Reduction Integration”, organized by Giuseppe Forino, Jason von Meding and Graham Brewer (University of Newcastle).

The Fifth Assessment Report by IPCC and the post-Hyogo 2015 framework by UNISDR recognize the increasing role of climate change in exacerbating and generating disaster risks. Accordingly, the debate about the integration of Climate Change Adaptation (CCA) and Disaster Risk Reduction (DRR) is also growing among researchers and policy-makers. Scholars have investigated common grounds, barriers, challenges and opportunities of this integration, as well as its potential role in reducing vulnerability and strengthening resilience and development. With a cross-sectorial and multi-scalar perspective, this session aims to investigate theoretical frameworks and case studies related to CCA and DRR integration, exploring its meanings, practices and different approaches in terms both of policies and actions. We seek empirically grounded and theoretically informed contributions to explore this integration from any related discipline.

cfp Book Abstract: DEMOCRACY, DISASTERS & GOVERNANCE Sara Bonati, Lina M. Calandra, Giuseppe Forino

Dear researchers and practitioners,

Routledge has called for a new research book series on Hazards, Disaster Risk and Climate Change, edited by Ilan Kelman. It seeks (co-)authored and (co-)edited proposals that should, ideally, contain contributions from a range of geographic locations.  Proposals should involve well-established scholars, investigating the links between hazards, disasters and climate change.

Sara Bonati, Lina M. Calandra and Giuseppe Forino have prepared a draft proposal entitled Disaster, Democracy and Governance, as you will see below. In order to ensure an effective proposal to the publisher, we plan to also submit a potential chapter outline of the book. Therefore, we are requesting that scholars potentially interested in contributing a chapter to the upcoming edited book would register their interest.

At this stage we cannot guarantee that our proposal will be accepted for publication. However, we are confident that the support of expert authors will add significant value to the proposal in this important research area. If you are genuinely interested in an eventual participation in our edited book, we will be very happy to consider your manuscript.

We ask you to suggest: a) a potential title of your contribution; b) the Section your contribution could be part of; c) a short abstract (about 200-300 words) with a description of aims, methodology and expected results.
The deadline for proposals is September 30th. Once the book outline proposal is (hopefully) accepted, we will contact you asking to submit your full original chapter in about 6 months.

We hope the initial time investment in this proposal would be relatively small, as you may already have drafts ready. We look forward to working with you. *Book Abstract: DEMOCRACY, DISASTERS & GOVERNANCE

This is an invited, edited volume from scholars across all disciplines engaging with multidisciplinary articulations of disaster management. It analyses theoretically, empirically and critically the interdependence among democracy, disasters and governance, and includes worldwide case studies.

According to Beck’s theory on “risk society”, local and global dynamics are intertwined, and contribute to frame new social, environmental and political risks in future scenarios of places and countries. Within this context, local communities are requiring new mitigation, adaptation and resilience processes in disasters. Based on these statements, recognizing the strict link of disaster management with democracy implies also to reflect on the emergence of governance strategies able to integrate local communities in the governing of places. In order to highlight the most recent trends in disaster studies, the volume asks for contributions that critically analyse and discuss local, integrative and inclusive strategies of disaster management.

Section A of this book investigates the theoretical and conceptual framing of the complex relationships among democracy and disasters. According to Amartya Sen’s assumption that “a country does not have to be deemed fit for democracy; rather, it has to become fit through democracy”, this section discusses if and how the “democratisation” of disaster management can contribute to increase its effectiveness, and if and how disaster management can strengthen or neglect the democratic functioning of local systems.

Section B focuses on the multiple models of risk and disaster governance. It explores multi-scalar and multi-level approaches to governance, as well as discussing strengths, weaknesses, challenges and opportunities of multi-stakeholders approaches, inclusiveness and participation processes, and the role of democracy in the governance of disasters.

Section C is mainly empirical and investigates significant worldwide case studies, which refer to the exchange of experiences between local and scientific communities and to community-led and place-based approaches.

‘Stop the boats’...but for how long? Mounting Humanitarian Crises and Australia’s Asylum Seekers


Around the world, when natural and man-made hazards meet human vulnerability there are devastating consequences. The impacts of climate change, rapid urbanisation and a growing economic divide will undoubtedly force more people into conditions of extreme disaster risk. It is inevitable that many of these people will attempt to find safe and secure living conditions for their families, away from exposure to disaster risk.

At the same time we are witnessing an explosion of conflict and instability on the global stage. Across multiple continents, people groups are divided across religious, cultural and ideological lines, and as a consequence violent conflict rages. Adding fuel to the fire, spending on global militarisation has grown exponentially in recent times. The impact of this 'arming-to-the-teeth' is felt around the world where such weapons are put into use, usually far away from countries that produce them.

The number of people displaced by conflict and persecution grows daily, as a constant flow of refugees are forced from countries like Iraq and Syria. Those displaced are mainly hosted in adjacent countries but are often hoping for permanent settlement in a safe country, fleeing conflict, persecution and an absence of human rights. In the coming years people will not only flee conditions of disaster risk. They will flee climate change impacts. They will flee conflict and persecution. They will flee poverty and inequality. It is clear that we are facing mounting humanitarian crises in the years to come.

What are the key drivers of these conditions humanity finds herself trapped in? Lack of education? Corruption? Geopolitics? Neoliberal economics? Crony capitalism?


As the international community faces up to an age of human displacement, Australia stands determined to prevent anyone reaching its shores, no matter what they may be fleeing from. A shift towards a military-style border defence operation since the Coalition government took office in 2013, as well as the offshore detention policy carried over from Labour, has drawn widespread criticism from national/global watchdogs. The use of Manus Island and Nauru as a ‘deterrent’ or ‘punishment’ for seeking asylum from the conditions outlined above has brought Australia under the spotlight in the international press. Will cruelty against the victims of global humanitarian crises that arrive in Australia do anything to prevent more and more asylum seekers being produced in future?

Has cruelty ‘stopped the boats’? Or is there a military operation massively invested in locating, stopping and returning the boats? How is the horror of offshore detention making any difference, apart from diminishing Australia’s reputation on the international stage? Is the current cruelty a ‘necessary evil’? What are the other options? Instead of considering a more compassionate way to participate in solving the global displacement crisis, Australia is focused on shipping off its existing refugees arrived by boat, while ensuring that there are no further arrivals by pushing boats back to Indonesia and refouling asylum seekers to Sri Lanka

Ask yourself this: If you feared for your own and your family’s safety, would you not use whatever means you had to protect them? If you had the financial means to secure passage to another country to seek asylum, would you instead choose to seek out a refugee camp and wait for 5-10 years for resettlement? We must not ignore the suffering of those asylum seekers with means, simply because there are others without means to do the same thing.

The question is, therefore; for how long can Australia maintain a 'push-back' policy in the face of increasing human displacement, due to mounting humanitarian crises caused by multiple hazards, both rapid and slow-onset, as well as increasingly chronic human vulnerability and global economic inequality?

The REACT Network...COMING SOON

The research group are delighted to announce that our proposal to establish the Resilience Education Australia-China-Taipei (REACT) Network has been successful under the Australia-China Council grant scheme. The University of Newcastle will collaborate on this project with Beijing Normal University (China) and Ming Chuan University (Chinese Taipei).

The REACT Network aims to facilitate lasting collaboration between the partners in the area of disaster resilience, to invigorate a regional resilience education movement, and to position the network partners strategically to lead wider initiatives that protect society from shocks to physical, socio-cultural, politico-economic and natural systems.

Group Updates

ANDROID Doctoral School

Dr Mackee and Dr von Meding were recently invited to deliver a course on 'Overall Systems Resilience' as part of the 2014 ANDROID Online Doctoral School. This programme was run as part of the EU funded ANDROID network and saw several dozen PhD students engage with Jamie and Jason over a Blackboard Collaborate system. It was exciting to see young researchers so eager to explore detailed aspects of resilience in systems, and participants had many interesting questions leading to discussion with the presenters. Special thanks to Prof Srinath Perera and Dr Irina Shklovski for the invitation.


Project News

Two projects related to the Disaster and Development group were recently successful in receiving funding from the discipline of Construction Management at UoN. Dr Von Meding and his CIB W120 joint-coordinator Dr Lee Bosher will be undertaking a study entitled 'Forming Strategy for Resilience in Non-Government Organisations,' while Dr Michael Mak and Dr von Meding will investigate 'A Holistic Framework for Urban Resilience using Feng Shui Approach.' 


New PhD Scholars

The group recently welcomed Steven Crick, a Senior Environmental Scientist from Parsons Brinckerhoff, on board as a part-time PhD researcher. He will be investigating slow-onset disasters in the Hunter Region, particularly looking at DRR and climate adaptation policy. In addition, in the next month we are expecting full-time PhD students from both Vietnam and Italy to join the research group. The arrival of these researchers will bring the number of PhD students in the group to 5, further establishing Disaster and Development research within the University. 


Papers/ Conferences

The group will be represented at the upcoming CIB2014 conference, to be held at the Kandalama Hotel in Sri Lanka next month, by Dr Gajendran and PhD scholar Rafiu Salami. Rafiu will present his paper 'Deficient Housing: Development of a New Theoretical Perspective on Poverty Traps,' which outlines development of the theoretical framework underpinning his PhD research.

Debt and disaster recovery



I first came across this report a few days ago. I still can't quite reconcile the madness of the scenario facing a country so recently devastated by super storm Haiyan. Under the Marcos dictatorship, the Philippines took out tens of millions of dollars in loans, much of which was embezzled. These corrupt politicians are then able to relocate to countries that will harbour criminals with money.

So first of all, why are there still places like this available in the world? In the digital age, it would be very simple to bring such perpetrators to justice...or at least recover the funds. I would suggest that there is no political will to deal with this.

Secondly, if a corrupt government embezzles borrowed money, why is that country paying off the debt and interest for many years after the government changes? This debt is chewing up 20% of national income. A country cannot be expected to develop under this burden. And then Haiyan hits.


At the same time as Philippines has received hundreds of millions in aid following Haiyan, they have paid 3 times as much out in debt repayments! The main creditor is the World Bank. This is insane. How can the country ever recover from this disaster when the aid is minuscule compared to the amount that is potentially available if some sense was brought to the debt negotiation table.

The Philippines is the most vulnerable nation on earth to hazards, and climate change is massively real for the people living there. Recovery from Haiyan will take some time, but the next storm will not be far behind. We need to consider the wider causes of such disasters and the potential avenues for change and more sustainable development.

CIB W120 - Disasters and the Built Environment


A new CIB working commission was formally revealed today, W120 Disasters and the Built Environment. It will be my honor (Jason von Meding) to act as coordinator of such a dynamic research network. You can view the official newsletter release here. Dr Lee Bosher (Loughborough University, UK) will also act as coordinator of this Commission, and together we released the following statement through the CIB,
“As we move further into an age of rapid urbanisation and increased vulnerability to hazards, this commission will engage with some of the key dilemmas facing humanity. Considering the complex and highly volatile nature of disaster contexts, the commission will advocate a trans-disciplinary and culturally sensitive approach to research. To facilitate such research we aim to build a network of members spanning all global regions, bringing together academics, practitioners and leaders of business and communities.

We are delighted to build upon the rich research network and collaborative efforts initiated by TG63 over the past 6 years with the establishment of W120. We are confident that this commission can address the research agenda around ‘Disasters and the Built Environment’ in a significant way and provide a forum for cutting-edge research dissemination and dialogue.” 
The Commission will be working towards a series of objectives and outputs, and we would welcome new members or collaborators to get in touch.

Does our research have an impact?

As news filters through, reporting the death and devastation wreaked on the Philippines by Typhoon Haiyan, I pause to consider whether we are doing all that we can through our research to prevent events such as this from occurring? Are we really conducting studies with potential for impact in the field? 

Human tragedy unfolds around the world for the victims of disaster on a daily basis. We do not even hear about the majority of events occurring, but they do occur nonetheless. Disasters are affecting more and more people, through a combination of a) the accelerating frequency of hazards threatening human populations and b) growing global inequality, conflict and urbanisation leading to heightened conditions of vulnerability. 

As Typhoon Haiyan sadly demonstrates, we cannot prevent hazards of brutal force from coming into contact with human populations. What we can do is determine the conditions of the people affected. As long as we allow an elite group of individuals to control the global economy and corporations to set government agendas, it is difficult to see the majority of people desperately exposed to hazards ever improving their conditions. 

Greed and an attitude of entitlement. Such characteristics, present among those with power to change high level systems, indirectly cause immeasurable suffering, trapping billions in a vulnerable state. The endless capitalist quest for new markets to exploit and resources to plunder leaves us little room to develop solutions to the underlying issues of vulnerability. 

For this reason I believe that science must grow more vocal in its criticism of systemic abuses and inequalities. Our research must be undertaken with this context to the fore, not ignorant of it. 

For some researchers and academics, offering an argument on such issues will be well outside of familiar intellectual territory. However, I would suggest that no matter how many new tools we provide for storm prediction; no matter how many management frameworks we develop for efficient response and recovery; no matter how well we build community capacity, capital and resilience; the cycle of vulnerability will be perpetuated indefinitely if we ignore the root causes. 

Therefore be bold, deviant and passionate as you advocate for the vulnerable and build evidence to bring about change.

Upcoming Papers

Two papers have been generated by the team in the area of disaster management for the upcoming AUBEA conference to be held in Auckland from 20-22 November. The first is an agenda setting paper, exploring the context of New South Wales and its exposure to disaster risk, a particularly timely output as we are currently experiencing extreme wildfire conditions in the region and the debate around climate change and resilience is on the table once more. The second paper explores the conditions that must be created in order to fully engage the commercial construction industry in post-disaster reconstruction. The study identifies the key barriers to engagement and argues for extensive benefits to both the humanitarian sector and the construction industry through closer collaboration, formulating a framework to define a potential path forward. The full papers will be presented at AUBEA and will be available thereafter.
